Lake Sidney Lanier Lottery Process Synopsis
Objective: To implement an open, fair, transparent lottery process to ensure adjacent property owners to Lake Lanier have an equal opportunity to apply and receive consideration for the approximately 174 remaining dock permits as we lift a two-year moratorium on accepting new dock permit requests.
Management of the Lottery Process: The lottery process will be administered by a contractor and overseen by a CPA. The contractor will manage a website that will serve as a public resource for information on the lottery process. The contractor will ensure the collection, safe keeping and processing of requests (including cataloging requests in a database – sections of which will be made available online for public viewing/verification). The contractor will also be responsible for ensuring the integrity of the request database by identifying and correcting errors and duplicate entries for the same property. A CPA will oversee randomly selecting the requests to determine the order of evaluation and will certify the results of the selection process. The contractor will post results of the random selection online for public information.
The Lottery Process:
Adjacent property owners to Lake Lanier will be allowed a 90 day window to submit a Request Letter for consideration. Request Letters may be accessed at the contractor-maintained website, www.lakelaniersupl.com, where it can be filled out and printed for submission. Additionally, Request Letters may be acquired from the Lanier Project Management Office.
Only one request will be accepted per property adjacent to Lake Lanier. Duplicate requests for the same property will be disallowed.
Only adjacent property owners to Lake Lanier or those certified to act on behalf of the owner are eligible to apply.
Verification of receipt of Request Letters is the responsibility of the requestor. The contractor will post requests received into a database each business day. Selected fields of the database (Owners Last Name, County and Property Identification Number) will be viewable from the website which will be updated at least weekly.
Request submittal: Request Letters must be mailed to Lake Lanier Permits, P.O. Box 9, Gonzalez, FL 32560, and be received between 8:00 AM CDST on 15 Jul 2009 and 5:00PM CDST on 13 Oct 2009.
The contractor will post the final list of Request Letters from the database, corrected for errors and duplicates, online on 21 Oct 2009.
The lottery drawing will be held on 28 Oct 2009 beginning at 8:00 AM CDST. The drawing will be webcast via a link on the contractor-maintained website and simulcast to a location in Lake Lanier area for public viewing. Preliminary results of the lottery drawing will be posted on the contractor-maintained website in near real time subject to the ability of the contractor to enter the information into the database.
The Official Certified Lottery results will be posted on line on 2 Nov 2009 for a period of 30 days.
